Environmental Licenses Hinder Shrimp Farming
Development in Bahia


Bureaucratic issues surrounding the environmental licensing of shrimp farms by the Environment Institute (INEMA) have caused a decline in farmed shrimp production in the state of Bahia.  Since 2011, a court order has forced old and new ventures to conduct studies and submit reports on their environmental impact.  Some farm owners have refused to comply because they claim that according to the Forest Code, only new projects with over 50 hectares are required to submit the reports.


Valença da Bahia Maricultura is one of the many farms facing bureaucratic problems.  Aristotle Oliveira, production manager, complains that for two years Bahia Maricultura has been attempting to file the appropriate documents with INEMA, but INEMA tells them that the protocols for filing the documents are not ready yet.


Statistics from the Brazilian Association of Shrimp Farmers (ABCC) show that in 2004 a total of 7,577 metric tons of shrimp were produced in Bahia, but by 2013, production dropped to 2,300 tons.  In 2011, the state was the third largest producer in Brazil, but it now ranks fifth, according to ABCC, which last week introduced a bill in the Legislative Assembly of Bahia that would attempt to untangle regulatory problems.


At present, shrimp farms in Brazil supply 75 percent of the country’s consumption.  ABCC President Itamar Rocha says government regulations prevent the shrimp farming industry from supplying 100 percent of the country’s consumption.
