California/Florida—Red Chamber and Tequesta Bay Foods

The Red Chamber Group, headquartered in Southern California and one of the largest importers/processors of farmed shrimp in the United States, has ties to Tequesta Bay Foods, headquartered in Florida and also an importer of farmed shrimp.  Tequesta Bay was established in the summer of 2013 by former Pescanova USA president Rafael Bru, who co-founded the company in the summer of 2013, a couple months after leaving his post as co-president of Pescanova USA.  Bru, who has nearly 30 years of experience in the shrimp industry, was chief operating officer for Ladex, a company that farmed shrimp in Guatemala that was purchased by Pescanova in 2007.

A document filed with the Florida Department of State Division of Corporations detailing the status of Tequesta Bay lists the brothers Ming Bin Kou, CEO of Red Chamber, and Ming Shin Kou, CFO of Red Chamber, as executives at Tequesta Bay.  The Kou brothers are said to control Aqua Star, Tampa Bay Fisheries, Singleton Seafoods, Mid-Pacific Seafoods and Kitchens of the Oceans.  And in 2014, they purchased Contessa Premium Foods, after the shrimp processor ran into cash-flow problems.
